Overview
The Manager, Payroll is responsible for the oversight and accurate preparation, documentation, distribution, and reconciliation of payroll, as well as managing the payroll system in accordance with established policies and processes. This role ensures accurate calculation of wages, tax withholdings, and company deductions, while developing and producing payroll-related statistical reports. Additionally, the Manager, Payroll responds to and resolves payroll-related inquiries, ensuring issues are addressed promptly and escalated as needed.

Responsibilities
• Manage timekeeping and time off systems in compliance with organizational policies. Ensure payroll guidelines, policies and procedures are documented, maintained, and updated. • Prepare and maintain accurate payroll records and reports of payroll transactions. • Ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions. • Maintain up-to-date knowledge of city, state, provincial, local, and federal legislation affecting payroll; understands and follows applicable provisions. • Comply with federal, state, and local legal requirements and enforce adherence to requirements, advising management on needed actions. • Process related withholding and deductions; and transmission of files and data to banking, benefits, and government entitles accurately and timely, and in accordance with GAAP as well as the applicable federal, state, and local regulations. • Pay employees through the production and issuance of paychecks and direct deposits to bank accounts on a timely basis. • Balance payroll accounts and resolve payroll discrepancies by collection and analyzing information. • Register all tax related documents for new states as needed. • Acts as primary point of contact for payroll related inquiries and errors, to include engaging internal and external parties, providing appropriate research, and communicating timely and effectively. • Partner with third party vendors supporting the payroll function, driving for consistency and quality in service. • Onboard new employees to timekeeping systems and manage general payroll questions. • Prepare annual W-2 wage statements and federal and state filings. • Transfer 401(k) and other benefit information electronically to benefit administrator. • Act as primary point of contact for external auditors. Audit employee records, tax documents, payroll balance sheets, YTD earnings, etc. for compliance with government standards by maintaining time and attendance records and posting updates to employee data. • Assist with the production and tracking of investment portfolio performance to the respective benchmarks. • Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies. • Reconcile and allocate monthly benefits invoices and provides documentation to AP in a timely manner. • Ensure the organization’s compliance with provisions of the Employee Retirement Income Security ACT (ERISA) and ACA. • Serve on the organization’s retirement investment committee with representative from ACOG and our 401K broker, reviewing and recommending changes to investments offered to staff • Prepare reports required by law to be filed with federal and state agencies such as the IRS, DOL, and other regulatory agencies. • Creation and description of compensation statements. • Processing of commuter benefits, including ABG (Alternative Benefits Group). • Processing status change forms for new hires. • Management of tuition reimbursement requests and interim pay requests. • Calculation of STD (Short-Term Disability) and FML (Family and Medical Leave) from the payroll perspective. • Entering organizational changes and title updates in ADP. • Perform other duties as assigned.
Qualifications
Required Skills/Abilities: • Excellent organizational skills and attention to detail. • Proficient with Microsoft Office and Payroll software. • Excellent oral and written communication skills. Ability to communicate complex information clearly and concisely. • High level of integrity, professional, and must be able to maintain confidentiality of information. • Ability to manage multiple activities in a deadline-oriented environment. Highly organized, flexible and possess a strong attention to detail.
Education and Experience: • Bachelor’s Degree in Accounting or related field. • 8 years of payroll or accounting experience.
