Starting Annual Salary Pay Range: Annual Salary Pay Range: $90,000-100,000 – Pay range is an estimated guideline and based on a combination of experience and skill set factors. JOB DESCRIPTION SUMMARY:
The Education & Curriculum Manager of the Colorado 811 Education & Damage Prevention Department will lead the curriculum development, instructional design, implementation, and training course content management of a state-wide adult learner focused education program designed to protect underground utilities from damages. This position requires a strong background in instructional design, learning management system (LMS) and CRM system management, and adult learner focused curriculum and course content development and design for both digital channel and in-person classroom style delivery formats.
KEY RESPONSIBILITIES
1. Education & Training Course Content Management:
Education Program Development: Enhance and deliver a state-wide education program that focuses on underground utility damage prevention, 811 software technology application usage, and integration of Colorado legal requirements in relevant course content for the protection of underground utilities such as electrical, gas, water, etc., in collaboration with underground utility providers and other industry Subject Matter Experts (SMEs) and staff. Design the curriculum and manage Online Virtual Academy and classroom style education plans, delivered in Conferences and other channels and events, create supporting materials (digital and print), and plan curriculum content. Ensure alignment with organizational strategic goals and compliance with industry regulations and all applicable laws, policies, and best practices. Manage all LMS course content, design and deliver interactive learning management platform-based course structures and content, manage all integration aspects with customer relationship management systems (CRM) integrations with applications such as HubSpot or Salesforce, and effectively use project management tools such as JIRA or Asana frequently to manage projects to meet budgetary and delivery timeline goals as assigned.
Course Materials: Create and update course content for educational presentations (print and digital sources), and design digital content for multiple learner group and content targets, meeting requirements focused on best practices and legal requirements for engineering, underground utility damage prevention, underground utility safety, software/technology usage in 811 Ticket Systems, and other related learner groups and industry topics. Develop materials for both in-person and virtual delivery channels for adult learners using Articulate360, Camtasia, Loom, Canva, Adobe Captivate, PowerPoint, Audacity, and other similar software extensively, leveraging a robust instructional design software technology background and digital and in-person course material creation ability for adult learner audiences.
Needs Assessment: Conduct ongoing educational content and training program needs assessments to identify skill, content, and resource gaps related to all courses and adult learning program effectiveness. Robust working knowledge of SurveyMonkey, MS Power BI and similar platforms is required. Determine the course content, channels, and training requirements necessary to meet industry best practices, standards, law requirements, and align with organizational needs.
Collaboration: Work closely with Subject Matter Experts to identify content for various learner levels and topics, work with the Curriculum & Training Specialist and other SME’s and staff to align all educational initiatives and course topics and create a seamless educational experience for all learners - both internal personnel and external customers in all learning delivery formats.
Training Calendar: Develop and maintain a calendar of ongoing training courses delivery channels and identify opportunities for all learner levels, including topic and audience mapping for in-person and online sessions focused on damage prevention and safety.
Events: Lead and design in-person training course content for Conferences/Events, and direct implementation of Conference Educational Training Paths for the In-Person events, including Excavator Events, Committee Member Events, and Annual Safety Summit, etc., focusing on underground utility safety and damage prevention, technology and legal requirement integration, and other topics, in coordination with the Department Director, Field Trainers, SMEs, and other staff.
2. Curriculum Design & Management:
Curriculum Design & Management: Partner with the Program Director to design and develop a curriculum/course delivery map that outlines course topics, corresponding learner levels, and specific course content. Deliver and manage all education program content and curriculum design activities, ensuring courses and content are accurate, current, and meet organizational and industry needs and standards.
Needs Assessment: Regularly review course content for accuracy and delivery effectiveness and identify gaps, suggest improvements, and propose content and delivery channel adjustments.
Curriculum Design: Design virtual courses using Articulate Rise and deliver in LMS, collaborate with external contracted instructional designers to build out comprehensive courses that focus on safety and damage prevention.
3. Team Management:
Team Supervision: Provide guidance and mentorship to assigned junior level staff and other assigned direct reports.
Partnership Management: Collaborate with the department Director and other senior leaders to develop and manage training course delivery channel partnerships with focus on expanding the reach of Colorado 811’s Education and Damage Prevention Program. Collaborate with committees, members, and staff to identify educational needs, learning objectives, target audiences, teaching methods, and outcomes.
Trainer Development: Observe trainers quarterly, offering feedback and developing resources to enhance their skills and knowledge in delivering training on damage prevention and underground utility protection.
Standardization: Ensure consistency and adherence to best practices in training delivery across all trainers and locations, with a focus on safety and damage prevention.
4. General Responsibilities:
Industry Awareness: Stay informed on best practices, law changes, and industry news, adult learner focused curriculum design best practices, regulatory changes related to 811 Centers, underground utility damage prevention, related technology updates, CRM/LMS systems, and more. Ensure the delivery of relevant, accurate, and up-to-date educational content to external learners and internal stakeholders.
Bi-Lingual Translation: Work closely with bilingual SMEs, damage prevention instructor liaisons, and translation services to create standardized, accurate, bilingual educational content in all course delivery channels for internal personnel and external users, manage satisfaction assessment results in English/Spanish and other languages as directed, ensuring alignment with program objectives, standards, best practices, laws, and specifications.
REQUIRED EDUCATION AND QUALIFICATIONS
Bachelor’s Degree in Instructional Design, Learning & Development, Education, or a related field is required. Masters Degree level preferred. Degree level requirement may be substituted by relevant certifications and years of experience as deemed applicable by the organization.
Minimum of 5+ years of experience in adult learner focused training and adult learner course content /curriculum planning and development for digital and in-person programs, paired with robust curriculum and instructional design background, and curriculum delivery skill set (digital and classroom style delivery) is required.
Proven record of developing and implementing successful training courses and education programs, delivered in online LMS and classroom style delivery formats, applicable for adult learners is required.
Strong understanding of instructional design principles and methodologies is required.
Online Learning Management (LMS) and e-learning platform use, and management skill set is required.
Strong user experience in Video / Audia editing tool experience in applications such as Vyond, YouTube, Adobe Premiere, Camtasia, or Canva is required.
Strong user experience of learning management platforms such as Canvas is required.
Advanced experience level using and managing Learning Management Systems (LMS), Curriculum Design Software, and Customer Relationship software applications, such as HubSpot, Salesforce, or similar software is required.
Strong background in instructional design technology usage and management. Robust user knowledge of digital tools such as Articulate Rise, Articulate Storyline, Adobe Captivate, Camtasia, Vyond, Scribe, MS Teams, Canvas, Brainshark, etc., is required.
Certification in learning and development or instructional design is a plus.
Experience in usage of storyboard software for eLearning design is a plus.
Project Management experience a plus.
Non-Profit / Association experience a plus.
Robust experience in conducting training needs assessments, learner surveys, and designing customized training program content and delivery pathways.
Ability to manage multiple projects simultaneously, prioritize tasks, and meet competing deadlines.
Proven ability to work effectively both independently and within a collaborative team environment.
Willingness and ability to learn, understand and support the company’s and the damage prevention industry and its evolving needs.
Extensive knowledge of best practices in adult learning and professional development.
Proven ability to manage and lead teams, with experience in supervising curriculum and instructional designers, trainers, or similar roles.
Excellent written and verbal communication, and collaboration skills.
Familiarity with managing online virtual academies and online learning management systems.
Experience in partnership management and contract negotiations.

Remote/Hybrid work environment including remote telecommuter location and in-office environment combination. Working conditions and environment are company directed, and requirements/locations might be adjusted as deemed necessary by the company.

HOURS/LOCATION: Regular business hours 8am-5pm. Occasional weekend or evening hours, remote vs. in-person location changes may occur if necessary to meet deadlines or project deliverables as directed. Occasional overnight travel may be required.
